Alternative perspectives on CSR in times of crisis - private, public & civil sector contributions to relief & reconstruction
Lori Henderson will talk about the necessity of post-disaster place building from a human and community perspective, drawing on practical experiences gained since March 2011. She will share examples of how a proactive and coordinated civil society approach can lead to the re-establishment of social and economic activity, while highlighting the importance of leadership in a crisis.

Supporting the Communities of Minamisanriku and providing a long-term future perspective
O.G.A. FOR AID is a grassroots NPO that was established shortly after March 11 2011. Over the last 10 months we have focused on aid distribution, economic enhancement and community rehabilitation. In Tohoku Planning Forum we would like to expound on and discuss the assessment and development of appropriate support systems, the challenges and opportunities of integrating capacity building programs, as well as the promotion of leadership and the role of NPO's therein. We hope that our contribution to this forum will be the fostering of ideas, and discussions that in turn will lead to initiatives and projects which can be implemented in various methods along Tohoku. Each town's or city's needs are diverse and different and thus rehabilitation responses need to be developed in close collaboration with the individual local community.
Manabu Shinbori, WAWA Project

Supporting and connecting people actively working for regeneration and recovery in Tohoku
WAWA Project is a social, creative platform for opportunity which is managed by the artist-run non-profit organization commandN, with the cooperation of 3331 Arts Chiyoda. The aim of WAWA is to connecting people in the different disaster-hit areas of Tohoku, who are initiating rehabilitation activities on the ground with those people who wish to support such local regeneration activities. WAWA Project engages closely with activists in the affected communities, is maintaining a physical base for their activities in Tokyo, while transmitting information about their endeavors through online and offline publications. The name of this project came from our commitment to focus on and visualize the individual person who is working in an effort for recovery. By saying WAWA, this translates as "I am" conveying our wish to activate one person at a time. Collectively individuals with much competence become "we," generating greater power to move forward. As the name, Social Creative Platform for Opportunity, states, we want to multiply opportunities that boost the sustainable human energy to rebuild these affected areas.

March 11 in Context: Human Security Perspectives
Almost a year after the Great East Japan Earthquake, thousands of people are still struggling to rebuild their lives and communities. This event looks at the human consequences of 11 March in comparison with other major natural disasters (such as the 2004 Indian Ocean tsunami, Hurricane Katrina in 2005 and the 2008 Sichuan earthquake).
A panel of international experts will focus on the insecurities and vulnerabilities that are created and exacerbated by such events. Participants will consider the value of a “human security” approach, which focuses on securing individuals in terms of “freedom from fear” and “freedom from want”. Although this concept is often used to understand armed conflicts, after a natural disaster people are faced with similar threats. Natural disasters have direct impacts in terms of “fear” (aftershocks and deteriorating social order) and “want” (lack of food, water and shelter). And due to population growth and climate change, more and more people are being affected by natural disasters. How can a human security approach help us understand and respond to these catastrophes?
Exploring such human-centred perspectives, this event considers how natural disasters interact with pre-existing vulnerabilities — such as poverty, under-development and marginalization, and the specific protection needs of women, children, elderly people and minorities. By comparing Japan’s experience with those of other countries, panelists will consider how the consequences of natural disasters are influenced by specific social and cultural contexts. They also will examine the similarities and differences of natural disasters in highly industrialized countries, such as Japan, and developing countries, such as those impacted by the 2004 tsunami.
Reflecting the interdisciplinary nature of the human security concept, this event features practitioners and leading experts from a range of different fields, including disaster sociology, ethics, international relations, development and public health:

Give2Asiaを応援する助成金『東日本大震災復興支援基金』の応募受付が始まりました。「東日本大震災復興支援基金」は、資金の多くは、中長期の復興プロジェクトに必要な資金への助成制度です。助成額は20万米ドル以内。単年度の他、最大３年間の継続助成も受付中。締切は2012年３月1日（木）までです！

【趣旨】
Give2Asiaは2012年春にも東北の復旧作業のための資金を分配してゆく予定です。G2Aは中長期的なプロジェクトを対象としております。特に以下の４つに分野にかかわるプロジェクトへの助成金を行いたいと考えておりますが、プロジェクトの紹介と助成金申請には期限がありますのでご注意ください。

The Great East Japan Earthquake and Tsunami on 11 March 2011 caused nearly 20,000
people to lose their lives. Major damage and destruction occurred to buildings and
infrastructure in the coastal zone that was flooded, with large societal impacts and social
and economic consequences.
Since the event many national and international post-tsunami field surveys have been carried out. Performance analyses of tsunami early warning systems in place at the time of this event have also been done. Based on these surveys and performance analyses the symposium will offer a number of invited high level perspectives from decision makers and scientists and address topics including:

Event facts and analysis
Tsunami Warning Systems, Tsunami preparedness and event experiences
What has been learned from this event and policy implications.

The symposium will be opened by Ms Irina Bokova, Director General of UNESCO.
This event is supported by Ministry of Foreign Affairs of Japan, The University of Tokyo, Fire and Disaster Management Agency, Japan Meteorological Agency, Asian Disaster Reduction Center, Japan International Cooperation Agency, and NHK.

一校につき$5000（USドル）までの奨学金はRelief International と Musicians

Instituteの自由裁量により一年に一度授与されます。この奨学金の目的は、初期音楽プログラミング

Global Conference for a Nuclear Power Free World: 11,500 participants

Organizing Committee Announcement

The Global Conference for a Nuclear Power Free World was held at Pacifico Yokohama on 14 and 15 January 2012. 6000 people on the first day and 5500 on the second, including 100 international participants from over 30 countries, gathered at the conference, with a total of 11,500 participants. The conference was broadcast live over the internet, with an audience of approximately 100,000.
At the closing of the conference, the "Yokohama Declaration for a Nuclear Power Free World" was announced. The Yokohama Declaration emphasises 1) the protection of the rights of those affected by the Fukushima nuclear power plant accident; 2) Responsibility of the Japanese Government and the Tokyo Electric Power Company (TEPCO); 3) Minimisation of residents' exposure to radiation; 4) A global road map for the phase out of the nuclear fuel cycle and the decommissioning of all nuclear power plants; 5) Currently closed Japanese nuclear power plants to not be reopened; 6) The prohibition of export of nuclear power plants and components, especially to industrialising nations; and 7) Emphasis of the role of local and municipal authorities; and declares to develop a global network to support Fukushima. It also calls for actions to be taken throughout the world on 11 March 2012.
The diverse proposals for action made by conference participants are being gathered on a web site entitled the "Forest of Action for a Nuclear Power Free World." These many proposals include a range of levels, from recommendations to governments to suggestions of what individuals can do, and this web site provides a forum to develop to concrete future actions.
The "Declaration by Three Hundred Eleven Representatives for A Nuclear Free East Asia" was also introduced at the conference; and it was announced that 100 people from both Korea and Japan have already endorsed this declaration. The 311 Declaration will be officially announced on the coming 11 March, forming an East Asian action network centred in Japan, China and Korea.
Eight current and former mayors, including two from Fukushima, joined the the Mayors' Forum which was held as a special session at the conference. Here, it was decided to form a network of mayors to work to break free from nuclear power, and announced that a preparatory meeting for this network will be held in late February 2012. The Yokohama Declaration supports this proposal, and calls for citizens' support of this initiative.
The conference was coordinated by an Organizing Committee comprised of six Japanese NGOs, with Peace Boat as Secretariat. Many other organizations also cooperated in the coordination of programmes throughout, and the conference was supported by a great number of endorsing organizations and corporations, and supporting organizations. A list of these groups is available on the conference website.
More than 100 groups also held self-organized events at the conference, including around 20 organizations from Fukushima, and several international groups including from Australia, Germany, Sweden and Taiwan. A further characteristic of the conference was a diverse range of participatory workshops and opportunities for exchange, including in the Fukushima Room and children's programmes.
A total of 500 volunteers, around 300 each day, played an enormous role in the conference operations. Many of these were students and youth who learned of the conference through the internet, and evacuees from Fukushima also participated as volunteers.

In the spirit of helping the community and empowering women, one of FEW’s roles is to connet with several NGO’S and charitable organizations every year, learning about and assisting in their activities. The January meeting will be an opportunity for FEW members and guests to meet and get inspired by these organizations and their efforts to make our world a better place.

TELL (Tokyo English Life Line) is an accredited registered NPO that has been providing support and western-style counseling to the international and Japanese community for almost 40 years. Resilience is a non-profit organization supporting women in healing and regaining their lives after an abusive relationship. Peace Boat is a Japan-based international non-governmental and non-profit organization that works to promote peace, human rights, equal sustainable development and respect for the environment. Peace Boat is working actively to provide aid in the aftermath of the March 11 earthquake and tsunami.
There will be plenty of time to interact with the panel members, ask questions and learn how we can each give back to the local and global community, so we hope that you will join us for an inspiring evening.

This will be a large scale international conference held at Pacifico Yokohama, with 10,000 participants, including over 100 international guests. 
There will be plenary sessions, workshops, booths, exhibitions, film screenings and more.

The conference will gather voices from Japan and abroad on creating a nuclear power free world, with many hints from experts around the world.
This will be an opportunity to learn more about the reality of the Fukushima nuclear accident, and share wisdom and ideas on actions that can be taken. It is a chance for people to come together and discuss how we can protect future generations and create a more sustainable world.

Organized by a coalition of Japanese organizations with support from around the world, we still need your cooperation!
Many groups from Fukushima will also attend the conference, including parents and children. 
In order for this project to happen and for humanitarian support, we are now calling for support.

Proceedings:
Our first meeting will be held on December 12, 2011 in Tokyo University. We anticipate people concerned on the built environment from various organisations and regions to participate. Our intention is to focus on the core problems and the way that we all together see them evolving. Through our meetings we aim to provide some conclusions on specific matters and then try to apply it by bringing these ideas down to the communities. Since our main focus are the communities in the Tohoku region, we would like to take the advantage of remote and video conferencing technologies to be closely connected to the participants in disaster-affected areas. In a later stage we would welcome any ideas to establish a permanent venue for holding our meetings and discussions; to disseminate the outcomes of our meetings to media and web sources, and to find any feasible way to physically visit the regions that we will focus on.

3年前の四川大地震をきっかけに、中国では多くの災害ボランティア組織が誕生し、災害を経験するごとに成長してきました。東日本大震災の発生を受け、中国のNGOやメディアは日本の災害救援団体の動きに注目し、積極的に情報発信や募金活動を行いました。ＣＳネットの仲介により、「中国非公募基金会発展論壇」が日本の災害救援団体に高額の寄付を送金できたことも、正規の手続きを踏んだ中国NGOによる対外支援として，史上初の快挙と言えます。相次いで大規模な災害を経験した日中両国が、災害救援・震災復興の領域においてともに学び合い、長期的な協力関係を構築するため、この度、国際交流基金・知的交流会議プロジェクトの助成をいただき、四川大地震で救援活動に当たった中国のNGOや民間財団の関係者及びメディアの代表者を招き、被災地を訪問するほか、日本の民間災害救援の一線で活動中のみなさまとともに交流フォーラムを開催します。奮ってご参加ください。

地球温暖化防止のためには、ライフスタイルの転換が不可欠です。そのためには、個々人の取組みを強化するとともに、それを支える政策・制度の強化が必要です。
それに向けて、民間団体（NGO・NPO）による情報提供活動・政策提言活動は、徐々に進歩をとげ、成果を挙げてきています。しかし、ライフスタイルの転換・政策の進展度合いは、地球温暖化による悪影響を回避するためには程遠い状況にあり、民間団体の活動も、飛躍的な発展・改善をとげる必要があります。しかし、政策担当者・生活者等との協働のノウハウ・経験が十分でないため、そのチャンスを有効に活かしきれていない民間団体も少なくありません。
本講座は、各セクターの第一線で活躍する講師を招き、民間団体の情報提供・政策提言活動の役割・可能性を再確認しつつ、戦略構築、政策担当者・生活者等との協働強化をともに考え・学び、新たなるアイデア・人材の育成を支援します。

An international conference calling for the
elimination of nuclear power generation in the wake of the crisis at
the Fukushima Daiichi power plant in Japan will be held by NGOs in
January next year. Environmental groups from across the world as well
as residents of Fukushima Prefecture who have been forced out of their
homes due to radioactive contamination will be invited as guests to
the meeting scheduled in Yokohama on January 14 to 15, 2012, NGO
representative said Monday. Policy recommendations for Japan and the
rest of the world toward phasing out nuclear power will be drawn up as
part of the conference, they said. "We hope to work with governments
that have been inclined toward the abolition of nuclear power
generation to influence Japan's (energy) policy," representative
Tatsuya Yoshioka of NGO Peace Boat said. Greenpeace Japan and the
Citizens' Nuclear Information Center will be among the other groups
involved in the event, which is expected to draw several thousand
participants.

Give to Asia has decided to set a series of deadlines for new project introductions and grant applications. The deadline for the next round will be November 1. G2A will only be making grants related to recovery and redevelopment efforts. If your organization would like to apply in this round please let me know.

We will be following the standard G2A process:

1. Submit a 2-4 page project outline/introduction

2. G2A follows-up within 2 weeks with comments and questions

3. in consultation with the local adviser (me) organizations respond and add more information

4. Depending on the responses the US staff will determine if the project matches G2A criteria and if a full application should be submitted to the Board.

日ごろよりCivic Forceの活動にご理解とご支援を賜り、
誠にありがとうございます。

まもなく東日本大震災の発生から150日目を迎えます。
被災地では、今も多くの困難に直面しつつも、中長期的な復旧・復興にむけた
前向きな取り組みも出てきています。
Civic Forceでも、復旧・復興に向けて新たな取組みを始めたところです。

この機会にCivic Forceでは、来る8月3日（水曜日）15:30より、
東日本大震災への支援事業に関する報告会を開催させていただきます。

本来ならば、各社様のもとへご説明・ご報告にあがるべきところを、報告会
という形でお集まりいただくご足労を心苦しく思っておりますが、
暑く長い夏を迎えた被災地の現状をご報告するとともに、今後の活動について
皆さまとに議論させていただきたく、この場を開催させていただく次第です。

On July 30 HRN! had a symposium on The role of (Japanese) INGOs in emergencies

Below are some of my notes, comments and questions

Review of the role of NGOs and the place of Human rights and the human rights approach (HRA) in emergency situations

Need to promote the protection of rights of people in Tohoku as IDPs (not much talk about the HOW TO aspect of this)

The role of (Japanese) INGOs in emergencies

Working with G can be contentious

Concern over working with military in conflict area

Autonomous?

Independent agenda?

Guidelines?
Vision for a particular place and time how connected to the local people

Intl values?

Barriers?

From what standpoint?

We know the govt is slow an Ordinary people want to do something

re: Tohoku Vols are/were asked to hold back

If we had the system - We could better utilize the power of the vols

Help with sensitive things like photos and

Help people feel better about themselves just by being there helping, showing they care

Human touch – along side the professional work

Money + more money issue

Speed up the distributions

Role of vols must better understood

Speed and human touch important

Post cold war era - Role of orgs in emergency crisis expanding

Role of business and Ingos and local orgs also impt – not just G actors

Role of HR and NGOs in Asia – difficult

Japanese public - level of HR understanding

The GP in Japan lack the basic understanding

At university class on HR, even 80% of his (?whose?) students do not even understand the basic concept of universal HR

Even in the npo/Ngo world in Japan human rights and the HRA is weak

Also getting funds for HR orgs is tough

In emergencies people are happy to give for emergency needs

Not for staffing and long term needs

Outside “natural” disasters little support – human made disasters are harder to get support for

HR issues are also often part of human made disasters

Ongoing questions

Can Japanese HR NGOs create own standard? Euro-American standard are hard to work with – in Asia only or as Japanese NGOs?

What about the double standards that exist? We do not always follow domestically what we @push for internationally. Bias in international policy and advocacy

Not always giving equal attention in our attention to the domestics HR abuses and policy development

What about the importance of domestic democratic development?

Need to develop ESC rights along side C & P rights

The role of NGOs in developing a public awareness about and debate about HR domestically is very important

Human rights Now! – Chair of the board

We need to stop seeing evacuees and IDPs in Tohoku as victims needing our protection

we need to promote a HRA

They are people with rights that need to be protection – not sad victims that need to be served

Ie. The temp housing: not built with any basic concept of HR respect, not built with an understanding or assessment of access, needs, daily life issues, shopping,

There was no element of HRA in the process for creating these.

Spent time talking about2 issues

1. Capacity building – I have materials on vol mgt, proposal writing, outreach IEC etc. but these would need to be simplified for local groups in Tohoku … any ideas?

2 Been having a lot of talk about the need to for community organizing and communication facilitation

* been getting the same flack as I have in discussing this

Is the resistance to these concepts due to:

1. Ideas that people in the city cannot understand people in the country?

2. Preconceived notions about and/or lack of understanding about CO and communications training?

3. Lack of trained people in these fields in Japan?

4. Looking down on Tohoku people?

Some notes from a discussion on "Including Local Community Input in Rebuilding, while Encouraging Out-of-the-Box thinking" in Tohoku

There are many issues we need to deal with in the transition from emergency to recovery phases.

The participatory approach is not only important because it makes sense but because it has been proven to work.

We should be careful in our trying to "respect peoples local ways" that we are not taking a paternalistic or protective role or view.

I realised in our talks
1. that many people are still thinking of people in tohoku as victims to be protected rather than equals who need support in getting their feet back on the ground.
2. there is not a clear understanding of the differing roles that volunteers and professional not only can take but also should take,

We should clarify the roles, responsibilities of as well as the need for general volunteers and professionals - both are needed but have different purposes and benefits.
For example - general volunteers are important in numbers and for both hard and soft recovery - whether it be serving tea, baby sitting or shoveling.
Professional facilitation and community organizers are necessary in order to help people move towards innovative recovery and to help them bring about the changes needed.

* Also there still seems to be a lack of understanding of nonprofit organizations in Japan and the need for both generalists and professionals with specific skills.(but I guess this is why i have a job...)

Position Description:

Polaris Project is an internationally recognized organization headquartered in the United States that has been working to combat human trafficking and modern-day slavery since 2002. Polaris Project Japan (PPJ) is a registered independent nonprofit located in Japan whose operations began in 2004.This position would be employed by Polaris Project Japan exclusively and would be located in the Tokyo. PPJ is one of the only nonprofit organizations working to fight human trafficking in Japan.

Polaris Project has operated a local office in Tokyo, Japan since 2004. This office – Polaris Project Japan (PPJ) – is currently seeking a Program Officer, who will be primarily responsible for our public communications and fundraising activities. The Program Officer will work under the direction of the Japan Program Coordinator, but will be expected to take initiative and work independently. The position is currently for one year, with its continuance subject to extended funding. The first three months will be considered a probationary period, at the end of which, the Program Officer will be reviewed and further employment will be dependent on successful performance.

This is an exciting opportunity to work with a dedicated staff at the small office of an international NGO at the forefront of combatting human trafficking. It is especially important that the Program Officer is able to present our organization to corporate sponsors and donors, necessitating strong presentation and communications skills. Although no prior experience in the non-profit sector is required, the Program Officer must be committed to human and women’s rights, and be interested in fighting human trafficking.

The Program Officer will:

Be responsible for our public communications activities, including:
- Raising awareness about the presence of human trafficking in Japan and engaging the public and relevant stakeholders in recognizing this as a domestic issue in Japan;
- Effectively communicating our programs and impact to a constituency of followers who support our work;
- Developing a public outreach and communications strategy;
- Managing communications materials, social networking efforts, traditional media efforts, newsletters and action alerts, and the organizational website;
- Helping to produce a quarterly analysis of human trafficking trends in Japan;
Play a leading role in our fundraising activities, including:
- Helping us to raise more funds to enable programmatic growth to fight human trafficking in Japan;
- Donor research, cultivation, and relationship management;
- Organizing fundraising events and managing fundraising campaigns;
Oversee grants management including reporting and proposal writing;
Provide overall management for our team of Volunteers and Fellows, including:
- Recruiting, training and meeting regularly with both full-time on-site Fellows as well as volunteers.
Fulfill general administrative tasks, including:
- Phone answering and office maintenance;
- Internal database management including donation processing.

Qualifications:

Passion and commitment to advancing human and women’s rights
Professional fluency in written and spoken Japanese and English, including excellent oral and written communication skills.
Advanced proficiency in Word, Excel, and PowerPoint required, and proficiency in web design desirable.
Experience with online marketing/outreach/fundraising is a plus, including creative use social networking sites.
Experience, competence, and confidence in supervising volunteers.
Ability to set and balance multiple priorities and plan ahead.
Experience with Salesforce CRM database a plus.
Resilient, positive, and energetic attitude.
Team player who is willing to pitch in on diverse projects to meet organizational goals.
